I know the Coli has a lot of thinkers? Do you think humans are the only ones to hold specific days in high meanings? You think Aliens got a "Give Love At Christmas" and all that?

But honestly you cant be sure of that. They could have been the same line of BS as humans. in there culture
There may be some that don't but when things are accomplished/experienced (independence from Xanga 5, birthday of a dead monarch/official who elevated the culture, day where 1,000 of your citizens died) I'd place more faith in that group commemorating those than not.

Yeah. If elephants morn and bury their dead, I feel it's not a far step away from something like a holiday.

Say an advanced alien race experiences war.

Would it be a wild assumption to say they'd track planetary movements and time cycles? And if so why would they not remember and commemorate the day they won?

The only way I think holidays wouldn't happen is if they have no emotions or live on a planet who's days and years are much longer than their lifespan.
