Dollar deal isn't instant. When your subscription runs out, it usually won't give you that deal immediately. You might have to wait a week or two before that deal shows up on your console
Its not a nationwide thing. Sometimes you might see that on your xbox while my xbox shows something else.
Basically nobody is exactly sure HOW IT WORKS, just that it does work like that
