It's a stripped down version of the full version. Essentially you can unlock the rest to buy the remaining cars/tracks/features or buy the retail to get the full access.

to be fair, I wasn't sure if they were just saying that was what the stream/video was, or what the game was actually running at, but I wanted to have some fun never the less
