He is a stat sheet stuffer, that doesn't really impact the game. In fact I would argue that he is hindering the team right now because Jabari Parker, who is MUCH more talented offensively is being held back to a degree.

You don't become top 5 with nice stats. If he doesn't make the playoffs with a solid team then he's barely top 10. Bron/Westbrook/Harden/KD/CP3 would make the Bucks the second best team in the East. I know he's only 22 but he's no where near top 5 yet.
