that is why I laugh when black people welcome illegals across the boarder thinking that if they take over they will end racism against blacks. They are more cac than black and will side with cacs in the end.

First off, breh is Hispanic. Meaning his ancestry comes from a country in Latin America.
Any benefits that citizens of Native nations in the U.S. get are due to the treaty relationship between Native nations and the federal government. The U.S. government has no treaty relationships with any Native nations outside the U.S.
Furthermore blood quantum in itself does not entitle one to benefits if they aren't enrolled as a citizen of a nation.
