except trade exceptions don't allow them to add cap space for free agents, if that's what you mean

The Cavs traded Haywood and Miller to save luxury tax money and to secure the $10.5 million trade exception, which is the largest in the league. For being involved in the deal, the Blazers received two second round picks. The Blazers will waive Haywood, because his contract is non-guaranteed, and probably buy out Miller. Any picks the Blazers sent to the Cavs are highly protected, and would only be included because I'm pretty sure both teams have to give something up for the trade to be approved. This ESPN article doesn't even mention them.

Basically the Blazers got two second round picks just for facilitating this roster move for the Cavs. It's not much, but they're assets that can potentially be included in some future deal.
