in terms of his MUSIC, he has always had a wack voice. his flow and lyrical ability was able to over power is voice. 40 + year old hov has lost his flow and the lyrics aren't there anymore. The wack voice shines through now. Compared to Nas or Busta Rhymes or Big Daddy Kane or Kool G Rap, they all kept everything in tact.

i mean, if you really believed that, you wouldn't be lowkey begging/missing the content he laces with his voice. in hip hop your voice is the foundation. if hov's voice was ALWAYS wack then people wouldn't be still, at the very least, be concerned about the direction his MUSIC has taken almost 2 decades later. no MC in this game is fed on flow and lyrics alone. in hip hop your voice is the music, period.

Him "putting out garbage music" really depends on who you ask...all that other shyt you talking is really your fault for a number of reasons.

1. You complain about a nikkas music you DON'T want to hear and say you avoid.
1. You still listen to the radio
3. You act like it's a gang of local talent to be co-signing at the moment...yea yea yea i know, it's some nikka on a stoop somewhere with bars almighty, if only Jay would just go souring the streets for this prodigy.
