It require skills only industrialized countries have. Only Egypt and pre-1990 Iraq had the skills and manpower to do this in the Arab world.
Egypt is broke and not an independent country while Iraq was invaded and its technological manpower fled the country or have been killed.
Saudi Arabia with nukes is as believable as Somalia building nukes. The Saudis are talking a lot of shid. The pro-Saudi faction of the Pakistani ISI is the weakest one and the other nationalist and pro-western factions of the ISI will not have Pakistan help the Saudis build a nuke... because that is the only country (with the scientists and know how) that the Saudis would turn to in building nukes.
