Orlando and them tried to snatch 2pacs chain some time prior to the Vegas run in.
The crips that Orlando ran with also did security for Puff and Big when they were out west.
So when the whole Faith/Pac thing popped off Puff and/or Big told Orlando and his boys they'd give him an unspecified amount to kill Pac and/or to Rob him. Orlando wasn't ready to take it that far at that point tho.

So when Pac saw Anderson at Vegas he beat his ass for the attempted robbery. So that got Anderson charged up

He called puff and said "Aite, I'm ready to kill this dude now"
Puff transferred however much bread to him (maybe not right at the moment but streets saying that Orlando was much more well off after the Pac killing )
Than Orlando rolls up on Pac with his clique and puts a bunch of bullets into him...

Suge and everyone who was there don't say nothing cuz of the code of the streets...

yup, this sounds like the most logical conclusion, except that according to keefe d, puff never paid them. he said puffy had a contract out for suge and added tupac after the release of hit em up. they were promised 1 million for both of them. since they only killed one of them, they were supposed to get 500.000, but somewhere between puffy and the guy that was supposed to give it to them, the money got lost.
