Software that tracks forum posts?

I know there is software that tracks Twitter, IG, Fb public feeds. But what software tracks forum posts ... and how do they do it? DO they need permission or are forum posts considered public?

All websites have trackers and cookies that collects data from sites you visit. In Europe any website that has cookies HAVE to tell you in advance before you browse a site. Then it will give you options on what cookies you allow. Some browsers give the options to disable cookies on the settings.

here in the USA most site REQUIRE you to accept before seeing the site. Still, I wonder how many sites collect the data cookies stores and to what effect. Plantir I thought does that but at a higher level.
