Let's say that 100 people are hired to collect rubbish. They're providing a needed service to the community.

If some idiot decides to step in and fire those 100 people. You have to pay them severance, they collect whatever benefits they're on whilst they're unemployed, the rubbish piles up on the street and you have to spend money on a think tank to fix the problem.

Some much of this bullshyt is down to people taking things for granted and not considering the maintenance of the unemployed. Even if they are surplus to what's required, it is better that they're handed money in exchange for improving services people rely on.
