No, the last thing they need to do is pick a guy, then only go halfway with him again. They shouldn't have given Randy as much as they did in this feud, even though he's had a good year. They need to make it clear that he's the poster boy and have him in the ring with other actual stars for a whole year, winning all the time. Then if it flops and he's not that over, de-push then, but don't halfway push him and back off early when it doesn't do great right away.
