The music = ghetto house an off shoot of house music created in the 80s which began as an off spring to disco.
To be perfectly honest these were routines and the thinking was that this would turn on the women. This is however not to suggest that you wouldn't find some questionable people in these dance groups. But it wasn't viewed then as it is viewed now. Lot of them dudes who would dance like that got more women than the people watching.
