This is one of the few issues that the majority of the regional and lone global power all agree on. Because nobody wants to be stuck with the bill and the 25 Million people that don't speak Mandarin or Russian flooding across the Yalu.

South Korea is MVP in this whole situation. They deserve their props big time. But it would be CRAZY if NK gave up their nuclear arms.

There's nothing to build the country up with. They produce a minimal GDP and are entirely reliant on China and 40+ year old infrastructure to function. They have a ton of natural resources but lack human capital and knowhow in order to properly utilize it for anything other than more military posturing. If he makes an effort to improve standard of living, he opens more avenues for his people to depose and execute him.

He knows the only way his story ends is execution or he gets lucky and dies of old age before the house collapses.
