My girl and I went to Zuma NYC . They had a dress code but I wasn't dressed up or anything. Just slacks, riding boots, a polo and a Sherpa on. Wasn't anything special. Do people really dress that poorly, that they need to enforce a dress code?

Yes. If you are going to a nice or respectable place you should wear appropriate clothing. Does not mean you need to be in a three piece suit, but come dressed as per the restaurant's standards. If however you see there is a dress code but white people are getting in with prohibited clothing and you are not, cancel that place.
I don’t know about bougie, but they were claiming to be a family restaurant when it is a glorified hookah lounge
