2000s got to be the worst flopping era ever. Those two plus Fisher, Battier, Varejao, Raja Bell, etc. I know there are some more internationals I'm forgetting too - they were the worst at that point.

There was plenty of flopping in the 1990s too. John Stockton and Reggie Miller fukking flopped all the time. Stockton perfected a flopping move I've never seen anyone else do, where he hooked his off hand behind the defender's hand, took a dribble away, then suddenly jerked like he was getting grabbed, when HE was the one who had his hand hooked around the other guy.
