I wouldn't call it "malicious" but its within that unspoken rule/wreckless area that gets people injured. Anytime you have the chance to tackle someone from behind or the side, there is a chance that you're going to roll up on their legs or someone else's legs.

Pause the video and think to yourself, what is the possible way that Bell is going to land on the ground with the momentum he and Burfict currently have? At :17 Burfict launches himself on Bell's back. At this point, he's essentially creating the same force/momentum of a horse collar tackle. So how is Burfict making that tackle without rolling up on Bell's legs?
That's why other players are upset. Everyone who has ever put pads on knows there are certain tackles you pull up from because a) you think about your health or b) you think about the health of the other player.
