The first is a general application to what's usually a collection of people in your prospective craft that you emulate and hope to become at least somewhat comparable with. Shoot for the moon, land among the stars.

The second is about a more personal relationship where one specific person is a big brother/mentor/benefactor and outshining then could have them wilfully derail you or stunt your growth.

Robert Greene has mentioned many times that his "laws" were not meant to be applied in every situation and that context matter.. You can hear in his words timestamped at like the 22 min mark til like the 26 min mark, he touches on it twice how context matters and not applied in every situation
