Suspended kids from school doesn't work according to data?

I work in a public schools and in Detroit they're doing major changes in terms of suspending kids. According to data more crimes happen when kids have to stay home b/c they are suspended. So now suspended kids from schools is a minimum. Unless you're in a major fight, you won't get suspended. So truancy used to get you suspended. Now, they do whatever it takes to keep you in school. Do you agree that suspending kids from school does nothing but to help out the teacher from getting rid of disruptive kids for a couple of days? Or do you think suspensions do work?

they do in-school alternative now
the "suspended" kids report to a separate classroom
it is like an all-day study hall
they are expected to do homework, no music, no talking
the proctor can administer tests for their classes
so they don't fall further behind

they claim it lowers drop out rate
keeps kids "involved" with the school system
also keeps the athletes eligible
suspension would normally make them ineligible to play that week
extracurriculars are a bright spot for many who struggle in the classroom

I.S.S (In-School Suspension)...I used to get that shyt all the time. I would be late to class, they give me detention and I kept it real and would say "Just give me ISS because I'm not staying in school after the bell. Im gonna skip, and youll suspend me anyway. :manny:"
