Create a new federal tax collection agency which will rehire almost every bureaucrat who worked for the IRS.

EPA? Catalytic converters? Public spaces? Climate change and regulation? Needed.
Dept of Education? Standardization. Needed.
IRS? Better than the alternatives. Needed
