I'm guessing most of them sent in an absentee ballot. If you're 65+ older in Texas you're eligible to absentee vote. The nursing homes and people with steady addresses don't have to worry about this law bc they always make sure to send in their absentee ballot. They're trying to go after organizations like lulac and the black churches that bus in latino/black voters.
