Serious question... Why couldn't all these people just stay in school? Public school is free. Why not just stay in school, focus on good grades, go to a good college (via scholarship or community college) and get their degrees and become productive members of society ? What's stopping them? Public school is free, community colleges offer tuition assistance and grants for low income students, etc. Things immigrants take full advantage of.
