I'm pretty sure they set it up that the stones glow when they're being used too, but there aren't any effects around it.

I think that look was more showing some sort of admiration for how hard Cap was fighting to stop him. On Titan he told Tony how he hopes the world remembers him. He had 5 stones at this point, Cap was simply delaying the inevitable.
