How about he use his muscle to bully states that fail to prosecute and convict their police officers who murder blacks undeservedly like he's trying to bully NC over that tranny shyt? How about he use his justice department to investigate places(counties/states) that are infamously racist to send a message that systematic white supremacy won't be condoned? How about he actually punish states and state officials who already been caught condoning systematic racism? The justice department has investigated places like Ferguson and found concrete proof of systematic against blacks being condoned, yet they've done nothing to punish anyone for these crimes and abuses of power.
That's plenty of realistic things that he could that don't have anything to do with reparations.
What could the President so about the PIC exactly? Part of the "complex" is that it's hundreds of interconnected forces, most of which are not under the control of the Executive branch, he can make statements, which he's done, and do some lobbying, even pardon inmates and/ or help get their sentence suspended (which he's done, though I can admit he should have pardoned more people). The legislative and judicial branches actually have far more power to stop it than he does.
The North Carolina issue is a legal issue, something that is within his power, again you're looking toward the judicial branches power as well as local Prosecutors and DAs, not the Presidents.
The Justice Department is already investigating gov. branches in various counties and states for overt discrimination, the keyword is "overt" because you can't investigate systemic issues that are the result of numerous outside factors, some of which can't even be accounted for.
