I've posted my criticism of his role in the brutal anti-undocumented immigration policies, his continuation of US foreign attacks that kill civilians, his not closing Guantanamo Bay, and his lack of work for education here in the US.

Now: there's a vast difference between "things the President has the capabilities to do" and "things I want the President to do."
Some overlap, but in general the only criticisms should fall somewhere in the former category.
That is all there is to it.

The Obama administration has threatened to withhold federal funding to the state over the bill. There's no reason that he can't do that to states who allow institutional racism to run rampant in it's cities/counties. It's well within his power. He also has the power to instruct the justice department to bring county/city officials who've been caught perpetuating/allowing institutional racism, up on charges. Again, the justice department's investigation of the county of Ferguson revealed that cops and prosecutors were guilty of violating the constitutional rights of their black citizens for years and years, yet nobody was brought up on any charges.
