I know he talks about people needing to have more babies, but I'm fairly certain he just wants people to be as disposable as the replicants in Blade Runner. Literally everyone but the elite are expendable. Complex medical treatments and therapies, done. Get too old, who cares this is what you get, just die. Can't find gainful employment, turn to crime go to jail/concentration camp.
