LUBBOCK, TX (KCBD) -
Texas Rangers are investigating an officer-involved shooting that happened near 82nd & I-27 around 5 a.m. Sunday morning.
"It was initially stopped for erratic behavior, erratic driving. Reckless driving is a violation of law so that's why the trooper was stopping the vehicle," said Cpl. John Gonzalez with Texas DPS. "Especially in that time frame, you never know... People are intoxicated, under the influence of drugs - being assaulted inside of a vehicle, a number of things can happen in a traffic stop and you never know until you stop that vehicle."
Trooper Corina Jandrew, a 19-year veteran with the Texas Department of Public Safety, stopped the 4-door Cadillac with three people inside.
The driver, Brandon Leonel Monroy, 20, of Tulare, California, failed to identify himself and was placed under arrest.
DPS says Monroy fought with the trooper as she tried to arrest him and was shot.
He was transported to UMC and later pronounced dead.
"Right now she (Jandrew) is on administrative leave, that's typical of any procedure we have in a traumatic event such as this and during an ongoing investigation. Eventually she will come back to duty. This is traumatic for all of us, for her as well as the people that were involved in this, so again it's not taken lightly a lot of things are being looked at," Gonzalez said.
Gonzalez says traffic stops come with a lot of risk and danger for troopers.
"Unfortunately we call them routine because that's what people know them as and you never know in a traffic stop," Cpl. Gonzalez said. "We don't know anything about the vehicle, the people that are in the vehicle and where they're coming from, where they're going so they become very high risk very quickly."
DPS says Monroy had active warrants out of California.
A news release from the Visalia, California Police Department indicates that Monroy had been arrested in December of last year.
It says:
"Monroy was booked into the Tulare County Jail on charges of residential burglary, conspiracy and gang enhancements. Monroy is being held on a one million dollar bail. Monroy was also booked on a Tulare Police Department warrant for domestic violence, residential burglary, and possession of stolen property."
Gonzalez says more information will be released as the investigation continues.
