Assemblymember Nancy Skinner, D-Berkeley, announced Tuesday that Gov. Jerry Brown had signed a bill that will create a temporary gun violence restraining order.
The bill, Assembly Bill 1014, was co-introduced by Skinner. It creates a restraining order that temporarily bars an individual from possessing firearms when that person has been deemed at risk of committing a violent act. Skinner announced the signing at a press conference at the Emeryville Police Department.
Skinner said the bill allows family and law enforcement to de-escalate situations before they become violent. It gives them the ability to temporarily restrict at-risk individuals from possessing firearms while they explore mental health or drug treatment options, she said.
“(The bill is a) common-sense tool that can help us prevent shootings before they happen,” Skinner said. “AB 1014 puts California in the lead in common-sense gun protection.”
According to Skinner, the legislation gained importance after the mass shooting and stabbing in Isla Vista, California, this year, in which Elliot Rodger killed six people and injured 13 before committing suicide. Rodger’s family members had previously sought help from authorities regarding his mental illness.
