I didnt include Memphis strictly because it would be unfair to give them to the already stacked east.

On paper, the East got this, but in the field could be very different.

Replace them with Memphis.

Move St. Louis to the West and put them in Dallas' spot,
send Dallas to the 8th seed.

In St. Louis' old spot in the East, put Miami.
