I thought the way it went was Puff is alleged to have hired Keffy D to kill Pac, and he was kinda mulling over it, then the incident happened at the Tyson fight with Oralndo, who I believe might be related to Keffy or was close with him, and then it was like oh now its gonna happen for real.
