Worked for a non-profit for over 10 years and what's described in the video is accurate. The one I worked for did ALL those things from outreach to placement, we even ran a homeless shelter, but the funding was always tenuous and reliant upon State oversight which, in-turn, was reliant on Federal oversight. What did this mean?? Those of us working in the 'trenches' made barely enough to survive while higher-ups were buying houses and investing disposable income we didn't have. On top of that, we were forced to subcontract various jobs instead of training/licensing the workers to do things contractors were paid to do in our stead like installing heaters/water tanks, upgrade plumbing and electrical work, roofing, etc. What this did was cut into OUR budget to the point that we were handicapped and unable to provide as much as we could to those that needed it in a timely manner.
The whole system, while intended to be a help, was severely hindered by bureaucracy, graft, and politics.
That's why I left.
