Taz belongs high on this list. He may be kind of a cornball outside of the character at times but look at some of the suplexes he hit in 1998 and 1999 few made it look more artistic.

To this day he had the best Northern Lights Suplex I have ever seen in all my years of wrestling watching.

Also, I just want to put William Regal up for discussion. Probably not a mayor, but definitely a city council member/sherriff/alderman or something.
