Different skillset required to play in that role. Only player you can replace Verratti with is another number 6 not a 10. Isco could be better suited for that role given how he has played in roles that require him to do some defending. James is more like an Ozil type 10 than other players like Thiago ,Kroos and Modric who have played as number 10s but clearly were suited to a role where they dictated the pace of the game.
