my guess for neither team selling out their allocation is probably due to

logistics. theres no direct flights from london to baku in the week of the final, and if you go over land, itll probably take about two weeks
finances. its not exactly cheap to do that as well
protest. both teams have expressed their displeasure at uefa about the location and some fans are probably using this a big "fukk you" to uefa

if it was held in wembley or france, or spain and the teams were given a, say 30,000 allocation each, it wouldve sold out already
