Arteta has to take blame in how much we pay players since he's a manager now. Emery was able to do the because he was just the head coach and wasn't involved in the recruitment other than submitting a list of who he wanted. Arteta however, has explicitly said he's involved in the recruitment side of Arsenal's business so he has to hold blame for overpaying and the bad contracts.
