That would never be implemented.
Fiba is strongly against it because it would give the US a huge advantage: The rest of the world doesn't have an equivalent to the NCAA and young NBA players are far too advanced compared to those from overseas.
David Stern is just following the recommendations of NBA owners.

If went only send our amateur players, the euros will have the gold medal on lock. Our college players couldn't hang with their pros anymore in 1988.
