It doesn't have a legendary main character like Tony or Walter. The wire has a bunch of great memorable supporting characters who play the main character in various episodes. But it has no main character whose character arc we watch through the entire series.

I could have been that character but they killed me off in the third season

I wouldn't necessarily look at it as a weakness

The Wire creator, David Simon is on record for stating that the main character is "Baltimore".

But there was no character arc of Baltimore. It remained the same throughout the series, which was the point of the series but it is not as interesting as the arc of Walter or Tony.

Second. It’s moreso an expose of the criminal underworld and poverty in Baltimore.

There really isn’t a winner or any take all characters. Because there was so much ground to cover from the perspectives of multiple protagonists, really investing in a particular character arc throughout the whole series wouldn’t work because the series isn’t actually about those specific characters. But rather the lives they lived and what they represented in the context of their environment.

As shown by how things turned out, no one ever really wins, nothing ever changes. Just various stages of grey.

I think that added to its strength and made the series more realistic imo…shows that are heavily based on a central character lose a large chunk of realism imo as they have to survive…it’s entertaining for a few seasons but after a while I get tired of suspending disbelief
