it's not the debt that's the issue. the us had maintained a perfect rating because it met it's debt obligations on time and always repaid in full. it still has that ability, we even have trillions in infrastructure that could be put up as collateral. the rating was downgraded because there is fear that the us won't meet it's debt obligations because of political reasons. and political/economic stability is factored into the rating.
