This is in the vocabulary of the c00n and I would not mind telling you why.
To set something "back" is akin to either regressing or lowering on a fixed scale or metric. In this terminology, the fixed scale or metric is the "HIERARCHY or SYSTEMATIC White SUPREMACY." You can move UP that scale, DOWN that scale, or stay in place. This is what Blacks say when they yelp out, "Don't set black people back."
Now, what is the VALUE or the metric that we are MEASURING? We are measuring the FAVORABILITY or UN-FAVORABILITY in the eyes of the DOMINANT White society. We are saying either don't make us less favorable on the scale or strive to make us more favorable on the scale.

AND I wanted to put some CONCRETES on the conscious Blacks who are not afraid to worry about how your typical amerikkkan perceives him or herself. 
I want THOSE brothers and sisters to have some VOCABULARY to apply to the situation if they are ever in a conversation with a Black person who does not see things eye to eye with them, and USE this "dont set Black people back" JARGON that we have learned to REGURGITATE.
