i am saying that is not true.
different people have different cultures, different biologies, different psychologies .. and those things govern how people behave.
it makes some MORE capable of certain actions than others ..
by unspecified I mean sub-eon type timescales i.e. covering written history.
in a billion years we might all develop to be something else but for all intent and purposes that is not relevant for this discussion.

Yes, the significance of this idea is that as a society you recognize this propensity and you put in place mechanisms to prevent or limit this behavior and I would be willing to bet the societies you named that have not engaged in this behavior historically have had those mechanisms.
Race is made up and it is foolish to attribute any type of behavior exclusively to one group or another. This in my view is how societies fail to have the mechanisms I stated earlier because they think well we aren't like them so we don't need it.
