The history is a little deeper than that. The crown gave charters to people to go to America and put stakes on land as basically subjects of the king. They can make money but they still have to send some back. Eventually when they had a stable base of cacs they created advertisements in multiple languages to get more cacs in europe to immigrate to america. Basically offering land and such to people who had families. Also to people with religious backgrounds. Mad acres. Expanding tax base for the crown. Yes there were many dregs in those early settlements but at one point in the 1600s damn near a million people immigrated to America as they got a lay of the land. This wasn't Britain just opening the gates of all their white trash even though they probably all were white trash.

The problem came in when you had to actually find labor which was in shortage. This is when they brought more thugs over. We're probably both right in degrees but there's a difference between killers and people with no class
