Landlines are still good to have. In an emergency a child can easily call for help. As your situation shows, they are a good number to give out to people who you don't want calling your cell 24/7. You can turn the ringer off and just let calls go to voicemail. Check the messages a couple times a day.

The school isn't calling because he owes money, they want him to enroll and pay tuition with either federal grant money or federal student loans. If a student owes a debt it is to the government, not the school. This is a for-profit school and they can't make a profit if they don't have students so they are harassing the OP and begging him to enroll in classes. They see OP as income.
