I'm not a parent, so children behavior is foriegn to me. I got that impression from the girl appearing to be angrier after little dude wiped his nose. With that said if either one was my child I wouldn't like their behavior. Little boy needs to focus and the little girl not the teacher keep you hands to yourself not your job to correct the other student.

I understand kids, I've always had to be around some from my little cousins to my ex kids. I can tell her mom doesn't play. It's not her job but she's picking her mother's trait.
