Rule #1 though: too many folks in one area, especially looking like teens or early 20s

Thats why these suburbs stay building their own strip mall areas and outlets, so they can avoid the downtown areas..

That's not really downtown though. Chicago is actually pretty big, you can be in the city, but still a 30 minute drive to downtown.

I don't go to the city often, but from what I can tell, that's just the outskirts.
I don't consider it downtown until you hit the tall skyscrapers, condos, navy pier. Just by the lake in general.
