Likely to be much worse. Ending up as just another gulag, but they ain't gotta worry about nobody coming to see bout the victim. If they do make this a thing, it'll be 30-100 years before the true atrocities commited are documented and revealed to the general public.
The potential to get sent to a floating concentration/death camp is quite a deterrent to any criminal, but there's the possibility of it being disgustingly unethical. I say send all sexual predators, pedos, and serial killers there. The types of people that need to spend the rest of their existence in pain and misery. Any less crimes are ineligible. I'm rambling at this point, but that sounds like a good idea to me
