They always do. Its never some scarface shyt when they make a movie about a villain. They even tried to make Joker somewhat sympathetic in his movie. a bullied victim lashing out at his tormenters. They make sure to demonize every single person he killed, wasn't just fukking with innocent people.

To be fair

The events of the movie were all in his head. So it makes sense that he's portrayed sympathetically. Im sure he'll be way more villainous in the sequel.

That's my biggest pet peeve with superhero movies Why can't the villain just be an a$$hole
I think it's a form of Censorship. It's not a full on R rated gangster flick, so they probably figure some will still go as a family because it's superhero related

Also as stated, as good as Batman’s rogue gallery is, I do not give two shyts about these guys if Bruce or another hero isn’t going to involved.

Man was running the show inside and outside of prison. Had goons committing suicide because they feared the consequences of speaking his name, cops killing cops because they valued the lives of their family.

He is the standard go reach.

Yeah, Fisk was a pure terror. Netflix version was straight out of Frank Miller's mind. Dude was the boss of bosses. Penguin wishes he could have been Kingpin.
