Even in middle class white areas, they don't want to serve the kids fresh food. I used to watch Jamie Oliver's food revolution, and not only was the cost of the fresh food an issue, the extra time it takes to prepare it was a problem. The lunch workers didn't want to cut up vegetables, and cook real food.
Even when they made the fresh food, the kids still preferred the chicken nuggets, fries, and pizza. The kids in Kindegarten didn't even know how to use forks. The high school kids were more receptive to the fresh food, but most of them still chose the crap food.
