Dunno about America but in the uk and Europe the police job is to get an arrest, then get a charge. Then from there its the prosecution services to get a conviction. The facts of the case have no bearing in any of this. The police will try to get a charge no matter what happened. The prosecution will try to get a conviction no matter what happened.

Even if you dont want to press charges the police can go ahead and press charges by themselves.

The system makes no sense whatsoever.
