cody good to me i mean he not evil ryu or ken he not on that level imo but he still good

he has great normals he has great meaty counter hit setups decent zoining with the rock throwning his combos do alot of damage one or two meaty setups and your gone.

I think you need to base your tier list on what happens at offline events with top players rather than online stuff.
