Fell off comics really hard in 2012 because of grad school and work, so when 2013 hit I jumped back on and found some gems. IMO, best comic stories I've read this year are:

Saga (know it started in 2012 but I read it this year)

DC pretty much fell off the map for me this year, most of their shyt is horribly bland right now. Besides Wonder Woman and Swamp Thing the only books that somewhat interest me are the Green Lantern books, but so far they're just decent at est. Despite the arrival of the awesome Q&W this has also been a poor year for Valiant. Harbinger, Bloodshot, Archer & Armstrong and Shadowman all got to a point where they either got stale or fell off, with X-O Manowar being a welcome surprise and coming back strong from a slump.

Although I haven't put too much interest into many of their new books, you would have to be blind to not see that Image is running shyt right now. Marvel offers many entertaining reads but the only high quality stuff are the three books I mentioned. Superior Spider-Man deserves a special shout-out, I'm a fan of Slott and have been supporting him on Spider-Man since the first arcs he did back during Brand New Day. Hearing he got to be the book's solo writer was the best news ever, and seeing it all accumulate into this storyline has been a pleasure. If only Marvel would allow Peter David to hold a similar position over an A-list character again...

I read the Gen 13 series in whole this year and it was pretty good. When I was younger, I had only gotten to like the first 11 issues or something. I'm a BIG supporter of J Scott Campbell.
